A firm protested a General Services Administration (GSA) solicitation for commercial facilities management services, contending that the solicitation unduly restricted competition. GAO held that GSA: (1) properly consolidated its requirements, since there was a lack of quality service contractors able to successfully perform the work; (2) adequately documented the cost and benefits of maintaining one contract; and (3) justified its use of a total package procurement approach. Accordingly, the protest was denied.
