A firm protested a Federal Aviation Administration (FAA) contract award for tow tractors, contending that FAA improperly rejected its low bid as nonresponsive. GAO held that FAA properly: (1) rejected the protester's bid as nonresponsive, since FAA reasonably determined that the protester's bid took exception to a material solicitation requirement; and (2) found the awardee's to be responsive. Accordingly, the protest was denied.
