Highlights

A firm protested the General Services Administration's (GSA) cancellation of a solicitation and subsequent resolicitation for polyurethane coatings, contending that: (1) GSA had already revealed its bid; and (2) although GSA failed to solicit the incumbent, the incumbent was on constructive notice of the solicitation. GAO held that GSA properly resolicited its requirements, since it failed to solicit the incumbent. Accordingly, the protests were denied.
