A firm claimed reimbursement for its protest costs pursuant to a cancelled Army solicitation, contending that: (1) its protest caused the Army to cancel the sole-source solicitation and reprocure on a competitive basis; and (2) recent changes in bid protest regulations allowed for recovery of costs when a contracting agency took corrective action pursuant to a protest. GAO held that the: (1) protester was not entitled to reimbursement for its protest costs, since it withdrew its protest; and (2) Army took corrective action before the effective date of the changed regulations. Accordingly, the claim was denied.
