A firm protested the General Services Administration's (GSA) reevaluation of its bid for electric services, contending that GSA misevaluated its proposal on unreasonable assumptions. GSA requested that GAO modify a previous recommendation that GSA reimburse the protester for its protest costs pursuant to a sustained protest that led to the reevaluation, which did not result in award to the protester. GAO held that: (1) GSA reasonably used a coincidence factor; (2) GSA assumptions about the protester's facility operations were reasonable; and (3) the protester was entitled to reimbursement for the costs of its originally sustained protest. Accordingly, the protest and the request for reconsideration were denied.
