[Protest of Army Contract Award for Cartridge Fin Assemblies]

A firm protested the Army's rejection of its bid and subsequent contract award for cartridge fin assemblies, contending that the Army improperly rejected its bid as nonresponsive, since it never received the solicitation amendment it failed to acknowledge.
