A firm protested a Navy contract award for windscreens, contending that the Navy improperly rejected its bid, since the Navy did not: (1) require pre-award source approval; and (2) allow it an opportunity to obtain source approval. GAO held that the: (1) solicitation clearly specified that award would be made to an approved source; and (2) Navy reasonably determined that its urgent requirements prevented it from delaying the procurement until the protester received source approval. Accordingly, the protest was denied.
