A firm protested a General Services Administration (GSA) contract award for rental and maintenance of clinical laboratory analyzers, contending that: (1) the solicitation would result in higher costs to the government; (2) the awardee may not have offered its best price under the solicitation; and (3) GAO should investigate the GSA procurement process. GAO held that: (1) the protester untimely filed its protest against alleged procurement improprieties; (2) the protester was not an interested party and therefore, could not raise arguments concerning any offerer's bid; and (3) investigations were not a part of its bid protest function. Accordingly, the protest was dismissed.
