A firm protested a Navy contract award for a tethered remotely operated vehicle system, contending that the: (1) awardee's proposal did not meet the brand-name specifications; and (2) solicitation did not allow it to offer an alternate product. GAO held that the: (1) awardee's proposal was technically acceptable and its product met all requirements; and (2) protester could have offered alternate products to meet the requirements. Accordingly, the protest was denied.
