In response to a congressional request, GAO answered questions concerning the Chemical Warfare Review Commission's (CWRC) possible violation of applicable laws and regulations by employing two legislative and public affairs consultants. GAO determined that the Office of the Secretary of Defense violated the Advisory Committee Act and other statutory provisions regulating lobbying and public affairs activities by providing this administrative support to CWRC.
