A firm protested a Navy contract award for computer software, contending that the: (1) Navy failed to comply with the solicitation's evaluation scheme; (2) Navy improperly excluded its bid from the competitive range; and (3) awardee's bid failed to meet mandatory solicitation requirements. GAO held that the: (1) Navy properly determined that the awardee's bid met all of the mandatory solicitation requirements; (2) Navy was not required to hold discussions with the protester, since its bid met only one mandatory requirement and was not in the competitive range; and (3) protester failed to demonstrate that the awardee could not satisfy technical requirements. Accordingly, the protest was denied.
