A firm protested the General Services Administration's (GSA) termination of its contract for space planning services, contending that: (1) it was the low bidder; and (2) its bid was not materially unbalanced. GAO held that: (1) GSA properly terminated the protester's contract, since the solicitation's evaluation scheme did not ensure that award to the lowest evaluated bidder would result in the lowest cost to the government; and (2) there was no basis for reimbursing the protester for its bid and protest preparation costs. Accordingly, the protest and claim were denied.
