GAO commented on General Services Administration proposals to revise the Federal Acquisition Regulation to: (1) reflect statutory changes to cost principles applicable to contracts with educational institutions, Indian tribes, and nonprofit organizations; and (2) provide for the imposition of liquidated damages on prime contractors that failed to make a good faith effort to comply with a required subcontracting plan. GAO had no objection to the proposed changes.
