A firm protested an Air Force contract award for aircraft maintenance and sailplane towing, contending that the: (1) awardee falsely certified that it arrived at its bid price independently; (2) Air Force improperly evaluated its proposal; and (3) Air Force failed to timely notify it of the award. GAO held that the: (1) protester did not show that the awardee colluded with any other offerer; (2) Air Force reasonably evaluated the protester's proposal consistently with the stated evaluation criteria and determined that the protester did not provide sufficient technical detail in its bid; and (3) Air Force's failure to timely notify the protester of the award was a procedural defect that did not affect the award's validity. Accordingly, the protest was denied.
