A firm protested the Navy's rejection of its bid for scientific research services, contending that the Navy unfairly evaluated its bid by: (1) requesting clarifications which exceeded solicitation requirements; and (2) setting an unreasonably short deadline. GAO held that the: (1) Navy reasonably evaluated the protester's bid; and (2) protester did not show that the Navy allowed insufficient time for responses to its questions. Accordingly, the protest was denied.
