A firm protested the Navy's rejection of its bid for facility improvements, contending that the Navy: (1) improperly determined that its sureties had not adequately demonstrated their claimed net worth; and (2) failed to allow it to substitute two acceptable sureties. GAO held that the: (1) Navy reasonably determined that the protester's bid failed to provide sufficient information to determine its sureties' responsibility; and (2) protester could not cure a nonresponsive bid after bid opening. Accordingly, the protest was denied.
