A firm protested a Department of Defense (DOD) solicitation for rental boiler services, contending that the solicitation specifications did not reasonably relate to the agency's minimum needs and unduly restricted competition. GAO held that the protester was not sufficiently interested to protest, since: (1) it was not the low bidder; and (2) the restrictive specifications would have no material impact on the protester's bid price. Accordingly, the protest was dismissed.
