A firm protested a Government Printing Office (GPO) decision to set-aside for small disadvantaged businesses a solicitation for metal looseleaf binders, contending that the solicitation was unfair, since: (1) it was the only large, domestic binder manufacturer; and (2) the regulations intended preferential treatment to only domestic small businesses. GAO held that: (1) the awardee properly complied with the domestic content requirement; and (2) it would not review the decision to set aside the solicitation absent a clear showing that GPO abused its discretion. Accordingly, the protest was denied.
