A firm protested the Army's cancellation of a brand-name solicitation and subsequent resolicitation, contending that there was no compelling reason to cancel the original solicitation. GAO held that the Army reasonably concluded that equipment other than the brand-name model would satisfy its minimum needs and resolicitation on a brand-name-or-equal basis would enhance competition and result in cost savings. Accordingly, the protest was denied.
