A firm protested a Navy solicitation for pipe-bending machines, contending that the: (1) terms were unduly restrictive; and (2) Navy improperly found its proposal technically unacceptable. GAO held that the: (1) protester untimely filed after bid opening its protest against alleged solicitation improprieties; and (2) Navy reasonably rejected the protester's bid as technically unacceptable, since the protester failed to provide any descriptive literature or evidence that its product met the requirements. Accordingly, the protest was dismissed in part and denied in part.
