[Protest of Navy Contract Award for Command/Control System Laboratory]

A firm protested a Navy contract award for a command/control system laboratory, contending that the Navy improperly rejected its low bid on the basis of its sureties' unacceptability. GAO would not review the protest, which the protester untimely filed more than 10 working days after it became aware of the protest basis. Accordingly, the protest was dismissed.
