A firm requested reimbursement for its bid and protest preparation costs incident to its protest against a Navy contract award, contending that it was entitled to such reimbursement, since: (1) the Navy granted it the relief it requested; and (2) it had previously protested another Navy procurement on the same grounds. GAO held that the protester was not entitled to such reimbursement, since the protester's: (1) withdrawal of the protest and the Navy's granting of the requested relief rendered the protest academic; and (2) allegations that it previously filed a protest on the same issue did not qualify it for such compensation. Accordingly, the claim was denied.
