A firm protested a General Services Administration (GSA) contract award for landscape maintenance services, contending that GSA should have rejected the awardee's bid as nonresponsive for failure to submit a price for one line item. GAO held that GSA properly waived the awardee's failure to include the price, since the item covered by the price: (1) was divisible from the solicitation; (2) was de minimus relative to the total bid; and (3) would not affect the competitive standing of the bidders. Accordingly, the protest was denied.
