A firm protested the Navy's rejection of its bid and subsequent purchase order award for wheelchair lifts, contending that the: (1) Navy improperly rejected its low bid, since its product complied with the requirements; (2) specifications were unduly restrictive; and (3) Navy improperly allowed the awardee to lower its bid. GAO held that the: (1) protester untimely filed its rejection protest more than 10 working days after it knew the basis for protest; (2) protester untimely filed after bid opening its protest against alleged solicitation improprieties; and (3) Navy properly allowed the awardee to revise its bid, since revisions were not legally objectionable under informal small purchase procedures. Accordingly, the protest was dismissed in part and denied in part.
