A firm protested a Navy contract award for wiring harnesses, cables, and electronic assemblies, contending that the Navy: (1) should have referred its nonresponsibility determination to the Small Business Administration (SBA) for a certificate-of-competency review; (2) deviated from the stated evaluation criteria in evaluating its bid; and (3) favored the incumbent. GAO held that the: (1) Navy determined that the protester's bid was technically unacceptable, not that the protester was not responsible; (2) Navy reasonably evaluated the protester's bid; and (3) protester's allegation of bias was speculative. Accordingly, the protest was denied.
