A firm protested a General Services Administration (GSA) contract award for tool kits, contending that GSA improperly: (1) awarded the contract without requesting best and final offers; and (2) rejected its late price modification. GAO held that: (1) a solicitation amendment established the closing date for best and final offers; (2) the protester untimely protested the rejection of its bid more than 10 working days after it received notice of rejection; and (3) GSA properly rejected the protester's bid modification as late, since the protester submitted the bid after the closing date. Accordingly, the protest was denied in part and dismissed in part.
