A firm protested an Air Force contract award for a management services implementation plan, contending that: (1) it was entitled to award, since its low bid was technically acceptable; and (2) the Air Force improperly included the awardee's unreasonably high bid in the competitive range. GAO held that the Air Force reasonably determined that the awardee's: (1) higher priced, technically superior bid outweighed the protester's low bid; and (2) price was reasonable. Accordingly, the protest was denied.
