A joint venture protested the Navy's rejection of its bid for construction contracts as nonresponsive, contending that: (1) its cover letter included a clerical error regarding its proposed offer acceptance period; and (2) the Navy should have allowed it to correct its bid error, since it did not intend to take exception to the solicitation's required offer acceptance period. GAO held that the: (1) Navy properly rejected the protester's bid as nonresponsive, since it proposed a shorter acceptance period than the solicitation required; and (2) protester could not cure its defective bid after bid opening, since that would prejudice other bidders. Accordingly, the protest was denied.
