A firm protested the Veterans Administration's (VA) proposed cancellation of a solicitation for handrail installation, contending that: (1) VA improperly extended bid opening after amending the solicitation; and (2) it was entitled to award, since it submitted a timely bid. GAO held that: (1) VA properly determined that the solicitation did not include any evaluation factors on which to base award; and (2) since VA cancelled the solicitation, the protest regarding the bid opening extension was academic. Accordingly, the protest was dismissed.
