A firm protested an Air Force contract award for portable radios, contending that the: (1) awardee's product did not comply with the brand-name specifications; and (2) second low bidder failed to acknowledge two solicitation amendments. GAO held that the protester lacked sufficient interest to challenge the award, since it would not be in line for award even if its protest were sustained, since the Air Force properly waived the second low bidder's failure to acknowledge the amendments. Accordingly, the protest was dismissed.
