A firm protested an Air Force contract award for fiber optic cable, contending that the Air Force's evaluation was flawed, since: (1) there were significant technical differences between its approved cable and the awardee's cable; (2) the Air Force failed to conduct a physical examination of the awardee's cable; and (3) the awardee failed to submit its technical information until after award. GAO held that the: (1) protester failed to show that the Air Force fraudulently determined the acceptability of the awardee's technical proposal; (2) Air Force's evaluation methods were consistent with the solicitation; and (3) awardee's initial proposal was adequate, since it included all the information the solicitation required. Accordingly, the protest was denied.
