[Protest Against Army Rejection of Bid for Waterway Construction]

A firm protested the Army's rejection of its low bid for waterway construction as nonresponsive, contending that the Army should have awarded it the contract, since its bank letter of credit constituted an acceptable bid guarantee. GAO held that the Army properly rejected the bid, since the guarantee's enforceability was uncertain. Accordingly, the protest was denied.
