A firm protested an Air Force contract award for aircraft strap assemblies, contending that the Air Force improperly: (1) permitted the awardee to modify its bid without allowing the protester to submit a best and final offer; and (2) awarded the contract to a bidder who proposed an alternate product. GAO held that the Air Force's actions did not prejudice the protester, since the protester did not indicate that it would have changed its price or the product it offered even if the solicitation had allowed alternate products. Accordingly, the protest was denied.
