A firm protested a Navy solicitation for radars, contending that an equipment approval requirement change was ambiguous and prevented equal competition. GAO held that the protester was on actual and constructive notice of the Navy's interpretation of the requirement, since the Navy provided bidders with oral and written notice of the change. Accordingly, the protest was denied.
