A firm protested an Army contract award for wire, contending that the Army's failure to send it a copy of the solicitation unfairly deprived it of the opportunity to compete. GAO held that the protester untimely filed its protest more than 10 working days after bid opening, when it became aware of its basis for protest. Accordingly, the protest was dismissed.
