A firm protested a Defense Communications Agency (DCA) contract award for satellite communication service, contending that DCA failed to consider the cost savings that would result from its offer to waive the costs of terminating its current contract. GAO held that the: (1) solicitation did not include waiver of contract termination costs as an evaluation factor; and (2) protester untimely filed its protest regarding solicitation improprieties. Accordingly, the protest was dismissed.
