A firm protested a Veterans Administration (VA) solicitation for intravenous solutions and administration sets, contending that the solicitation unduly restricted competition because it limited award to manufacturers of both the solutions and the sets. GAO held that VA reasonably decided to award one contract to achieve compatibility between the solutions and the sets and to obtain volume discounts. Accordingly, the protest was denied.
