A firm protested any Air Force contract award for an advanced tactical air reconnaissance system, contending that the Air Force: (1) should have amended the solicitation to preclude the evaluation of options because of probable funding constraints; (2) improperly requested certification of offerers' data; (3) improperly disclosed its price data; and (4) improperly influenced it to change its technical approach during negotiations. GAO held that the protester: (1) did not provide any evidence that it could have offered a more competitive proposal under a revised solicitation; (2) failed to show that the requirement for a pricing certificate was unreasonable; (3) did not present any evidence that the Air Force disclosed its pricing data; and (4) untimely protested the Air Force's allegedly improper influence. Accordingly, the protest was dismissed in part and denied in part.
