A firm protested a General Services Administration (GSA) contract award to another firm for desk pads, contending that GSA improperly determined that it was nonresponsible. GAO held that: (1) GSA improperly found the protester nonresponsible based on unsupported and outdated information; and (2) the protester was entitled to reimbursement for its protest costs. Accordingly, the protest was sustained, and GAO recommended that GSA reassess the protester's responsibility using current information and, if otherwise appropriate, terminate the awarded contract, and make award to the protester.
