A firm protested the Army's rejection of its late bid, contending that, in a telephone conversation, Army representatives agreed to accept its bid at the visitor control center rather than at the designated procurement office. GAO held that the Army properly rejected the bid as late, since: (1) the protester was responsible for delivering the bid to the proper place at the proper time; (2) there was nothing in the record to indicate that the Army would receive bids at the visitor center; and (3) improper government actions were not the paramount cause of the bid's timeliness. Accordingly, the protest was dismissed.
