A firm protested a Bureau of Indian Affairs (BIA) contract award for road construction to another firm, contending that the awardee did not have 100-percent Indian ownership and control. GAO held that BIA properly awarded the contract, since: (1) it determined that the awardee met its eligibility requirements; and (2) the protester failed to show that the requirements were unreasonable. Accordingly, the protest was denied.
