A firm protested the Air Force's cancellation of a solicitation for construction services, contending that the Air Force: (1) should have awarded it the contract as the low responsive bidder; and (2) estimate of the fair market price was unreasonably low. GAO held that: (1) the Air Force properly cancelled the solicitation, since it reasonably determined that the low bid was 10 percent higher than its estimate; and (2) it would not question the Air Force's determination of the fair market price, absent a showing of fraud or bad faith. Accordingly, the protest was denied.
