GAO commented on whether the Senate Sergeant at Arms could properly furnish members of the Senate with cellular telephones for permanent installation in their private automobiles or for portable use to assist them in their official duties, and charge the expense to the Senate Contingent Fund. GAO determined that: (1) it would not question such expenditures, since the acquisition of the telephones was an expense directly connected with the routine legislative business of the Senate and no law prohibited their use; and (2) the Senate should make some provision regarding the financial responsibility for any accidental damage or destruction of the telephones.
