A civilian Air Force employee requested reconsideration of her backpay claim, contending that she was entitled to a retroactive pay adjustment and backpay for a temporary Air Force position she held before accepting her permanent position, as well as for her current position. GAO noted that the Air Force applied the highest-previous-rate rule to the temporary position and determined that she was entitled to a retroactive pay adjustment and backpay. GAO held that the claimant was not entitled to a retroactive salary adjustment in her current position, since her current pay rate exceeded that of her previous position. Accordingly, the claim was denied.
