A firm protested any award under a Veterans Administration (VA) solicitation for electrical systems, contending that the specifications were unduly restrictive. GAO held that: (1) VA modified the specifications to address the protester's concerns; and (2) the protester's mere disagreement with VA did not form a basis for protest. Accordingly, the protest was denied.
