A firm requested reconsideration of the denial of its protest of the Army's determination to reject its proposal as technically unacceptable under a solicitation for a test stand. GAO had held that the Army's rejection of the proposal was reasonable. In its request for reconsideration, the protester contended that GAO ignored or incorrectly decided a number of issues in its protest. GAO held that the Army reasonably rejected the proposal, since the protester took exception to several solicitation requirements. Accordingly, the original decision was affirmed.
