[Protest of Any Army Contract Award for Parachutes]

A firm protested an Army contract award to any bidder for parachutes, contending that: (1) the Army unreasonably determined that it was not responsible; and (2) the Small Business Administration's (SBA) request for comprehensive information relating to its application for a certificate of competency was unnecessary. GAO held that: (1) it would not review the Army's determination that the protester was not responsible; and (2) SBA had authority to request all data relating to the protester's application for a certificate of competency. Accordingly, the protest was denied.
