A firm protested a Navy contract award for portable thermal-imaging systems, contending that: (1) the awardee's bid failed to include required equipment; (2) the Navy should not have considered additional information the awardee provided, since it did not incorporate the information in its best and final offer; (3) the awardee's brochure showed that its system was not portable; and (4) since the solicitation did not clearly require keyboards, offerers did not compete on an equal basis. GAO held that: (1) the awardee's information indicated compliance with the solicitation requirements; (2) the Navy did not treat the protester unfairly, since it also asked for additional information about the protester's system; (3) the awardee's brochure did not indicate that its system was not portable; and (4) since both the protester's and the awardee's offers included keyboards, they competed on an equal basis. Accordingly, the protest was denied.
