[Protest of GSA Request for Best and Final Offers]

A firm protested the General Services Administration's (GSA) request for best and final offers under a solicitation, contending that GSA mishandled the negotiation process. GAO noted that GSA requested best and final offers because it mistakenly reopened negotiations when it asked the protester for a lower bid price. GAO held that the protester untimely filed its protest after the closing date for best and final offers. Accordingly, the protest was dismissed.
