A firm protested the Small Business Administration's (SBA) refusal to allow it sufficient time to file an application for a certificate of competency (COC) in connection with a Navy solicitation for air filters. GAO held that: (1) the protester did not prove that SBA acted in bad faith; (2) SBA and the Navy made adequate efforts to ensure that the protester had ample time to file; and (3) it was the protester's responsibility to file a timely, complete, and acceptable COC application. Accordingly, the protest was denied.
